Роль советников президента США по национальной безопасности в администрациях Д. Трампа и Дж. Байдена

Аннотация

За время существования Совета национальной безопасности (СНБ), консультативного органа при президенте США, и должности специального помощника президента по вопросам национальной безопасности (неофициально именуемого советником по национальной безопасности), их функции претерпели существенную эволюцию. Цель статьи – определить, какие функции советника по национальной безопасности выходили на первый план в зависимости от стиля правления президента с учётом актуальных тенденций в работе СНБ при Д. Трампе и Дж. Байдене. Теоретической основой исследования стали работы, ориентирующиеся на «модель Скоукрофта», в которой советник рассматривается как «честный брокер» и одновременно личный советник президента. Если в администрации Д. Трампа деятельность М. Флинна и Дж. Болтона была примером отклонения от «модели Скоукрофта» с характерными издержками, то Г. Макмастер и Р. О’Брайен – способствовали возвращению к ней. К концу президентского срока Д. Трампа функционирование СНБ приблизилось к «модели Скоукрофта». В администрации Дж. Байдена был воссоздан круг Х. Клинтон и Б. Обамы; в целом не было заметно людей с альтернативной точкой зрения. Дж. Салливан сочетал как традиционные роли советника по национальной безопасности – посредника и личного советника президента по вопросам стратегии, так и те, что ещё недавно считались нежелательными.
